EFFLUENT LIMITATIONS AND CONDTCIONS - STORMWATER DISCHARGE <br />whm the facility begins operations, or whm the general permit ctrtification is issued, whichever is later, <br />and updated as appropriate. <br />SWMP Certification. Any person signing a certification on the completion of the SWMP shall include <br />the following language: <br />"I certify under penalty of law that a complete Stormwater Management Plea, in compliance: with Pert <br />I.C of the permit, has been prepared and implemented for my facility. Based on my inquiry of the <br />person or persons who manage the system, or those persona directly responsible for gaWerutg the <br />information, the Stormwater Management Plan is, to the best of my Imowledge and belief, True, accurate, <br />and complete, and implemented as written. I am aware that there are sigttificant penalties for falsely <br />certifying the complUion of said SWMP, including the possibility of fine and imprisonment for knowing <br />violations.' <br />Prohibition of Non-stormwater Discltar~¢es <br />a. Except as provided in paragraph b, below, all discJtarges authorized by this pervtit shall be canposed <br />entirety of stormwater. Discharges of material other than stormwater must be addressed is a sepuate CDPS <br />permit issued for that discharge. <br />b. Discharges from the following sources that are combined with atormwater discharges associated with light <br />industrial activity may be authorized by this permit, provided that the non-stormwater component of the <br />discharge is identified in the SWMP (sae Part I.C.2.c.4 of the permit): fire fighting activities, springs, or <br />landscaping irrigation return Flow. <br />8. Rtxnrdkcenine and Internal Reoortirt¢ Procedures <br />The permittee shall identify procedures for recordkeeping end internal reporting. <br />9. Emoloree Education <br />The permittee shall develop end implement employx education programs to inform persomel at all levels of <br />responsibility of the components end goals of the SWMP. Education should address topics such a; spill response, good <br />housekeeping and material management practices. The permittee shall identify periodic dates for such instruction. <br />D. MONTfORING AND REPORTING <br />Reorvsentatire Samoline <br />Samples and measurements taken as required herein shall be representative of the volume end nature of the monitored <br />discharge. <br />Failure to submit the reports as required in either Pert I.D.3 or I.D.4 shall constitute a violation of the permit and may <br />constitute grounds for revocation of the permittce's authority to discharge under the permit. <br />2. Semolina <br />Sampling and testing of stormwater for specific parameters under Part I.C is not required oo a routine basis under this <br />permit. However, the Division reserves the right to require sampling and testing beyond this, on a rase-by~ase basis, <br />at any facility wvered by Wes permit, in the event that there is reason to suspect that compliance with the SWMP is a <br />problem, or to measure the effectiveness of the BMPs in removing pollutants in We effluent. <br />
