t` <br />.- <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Janet Binns of CDMG. The Grassy Gap mine is a <br />reclaimed surface mine. The mine permit and reclamation liability bond have been revoked by DMG. <br />Site maintenance and repairs to Pit 4 road, Pond 4, and Pit 2/3 road were conducted by DMG in <br />October 1999. Main entrance gate at Routt County Road No. 27 was locked with Cross Mountain <br />Ranch lock. CMR has previously provided the combination to access this gate. Barbed wire gates at <br />Seneca Coal Company property where in use across the access road. Personnel in a white pickup <br />truck was servicing the oil pump station. Sheep were grazing in the southern areas of the access <br />road. A shepherd's trailer, horses and dog were located on the roadway between Pit 4 road and Pit <br />2/3 road. Cattle with 2 bulls were grazing in the Pit 5 area. <br />Signs & Markers : DMG informational signs remain at switchback to Pit 4 road and intersection <br />between Pit 2/3 road and Pit 5/6 road. <br />Roads: The road to Pit 4 is in fair condition. The lowermost rolled dip across the road is ponding <br />water at the northeast portion of the dip. The rolled dip was designed to direct runoff to the southeast <br />to drain runoff off the roadway. The roadway downslope of the rolled dip is holding up all right. The <br />gully at the inside of the Pit 4 road switchback does not appear to be actively headcutting. <br />The access road to Pit 5 and 6 remains in good condition. <br />Hvdrologic Balance: Pit 4 pond was dry. Repairs to primary riser have been completed according to <br />bid specifications. Riser is cut off at embankment height. Drainage from pond will flow freely from <br />discharge pipe. West embankment of pond 4 has sparse vegetative cover. <br />Pond 5 is discharging a slow dribble. Side slopes of Pond 5 show no recent movement. Collection <br />ditches in Pit 5, downslope of the perennial spring has held up well in spite of heavy cattle use. <br />Backfill/Grading: Reclaimed slopes appear stable. <br />Revegetation: Reclaimed areas throughout the mine site have been heavily grazed this year. Mine <br />site is very dry in spite of rainstorm on 7/16 and the evening of 7/17. Pit 6 does not exhibit the ponded <br />area present in previous years. Musk thistle are prevalent in the Pit 6 area. <br />Slides: No new slide areas were observed. Previously documented slides do not appear to have <br />moved measurably this spring. <br />Reclamation success: Reclaimed areas are performing well despite dry condition and heavy grazing <br />use. <br />
