5) Install a temporary baffling system for any Area 2 pit flows
into Pond D. The baffles should minimize contributions from
surficial water to a depth of at least 25 feet. This depth may
change depending on the results of the depth sampling. This
measure should reduce the total suspended solids load,
particularly the fine fraction which would tend to be retained
near the surface.
6) Proceed with evaluation of ambient water quality data in
accordance with the guidelines of the Colorado S•7ater Quality
Commission for submission of the petition to modify the stream
standards for Segment 13 of the Yampa River. This should only be
done for those parameters which appear to have a reasonable
chance for a standard increase, based on at least 13~ of the
ambient values exceeding the standard. It is recommended that
all such parameters be included in the submittal, regardless of
whether it is a critical parameter with respect to NPDES'
complience or not. This is because it is possible that new
parameters will be added to future NPDES permits which might
^ require an additional submission in the future. The addition of
}1 manganese to the list of parameters for the latest proposed NPDES
permit is a good example.
i
