Public Vocice Comments (continued)
The Colorado ?lining Association submitted comments. ':heir primary
concern indirectly applies co this permit. They seek coverage similar to
the Scormwacer Management Plan (SG~4P) for application co scormwater
discharges from coal mining facilities chat, due co the existence of
discharges ocher than surface runoff, are covered under individual
permits. Their desire was co apply this general permit •.rich i,ts SWMP
provisions to these ocher facilities. The Division intends co cover
these facilities initially under the General Permit For Scormwacer
Discharges From Mining Facilities. As these individual permits come uo
for renewal, t.^.e Scormwacer oucfaLis •aouid be addressed through a plan
simi.iar to the SGi1P in this permit. The mining permit is being drafted
now and the Division anticipates submictir,g it for public notice in June,
1992.
The Division contacted the Colorado Mined Land Reclamation Division
(CMLP,D) co see if they had comments. They scared that, the verbal
comments made co the Division prior co the ~f.ficial public notice dace
were their only concerns. Since these comments were incorporated into
the draft permit, no changes should be necessary to satisfy the CMLRD.
The renewal permit is being issued with the modifications described in
this secc:.on. Ic shall cake effect July 1, 1992 - on the expiration of
the previous permit.
Jon C. k:u6ic
May 26, 1992
