Howardsville Mill, Permit No. M-84-049.
Dear Mr. Baldwin:
On 6/13/97, DMG approved a revised Hydrologic Monitoring Plan, submitted under TR-05,
Environmental Protection Plan. The revised monitoring plan requires sampling and analysis for five
quarters to establish baseline data. The approved Hydrologic Monitoring Plan stipulates that analysis
reports shall be submitted on a quarterly bases. Please find enclosed, copy of the 6/13/97
Hydrologic Monitoring Plan.
On 8/21/97, DMG received Water Analysis Report, conducted by Root & Norton Labs, for surface
water samples taken from S-1, S-2, S-3, S-4, S-5 and S-6, and groundwater samples taken from G-
1, G-2 and G-3, from the Howardsville Mill. The analysis report indicates that surface samples were
taken on 6/15/97 and groundwater samples taken on 6/24/97. Although the samples were taken
during the second quarter of 1997, they represent the first of the five quarters of hydrologic data
required under the 6/13/97 monitoring plan.
DMG records do not indicate that we have received analysis reports for the second of the five
required quarters. Please submit the results from the second quarter sampling, indicating sample
dates from July, August and/or September 1997, by December 31. 1997, Failure to comply with
permit conditions may result in enforcement action.
