COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT, Water Quality Control Division
Amendmem No. 5-Rationale. Page 4, Permit No. CO-0000132.
Such a review has been done for this new outfa[l. The only parameters for which the Division has determined
that a reasonable potential exists to impact the water quality standards are shown in Table VI-1 with the
applicable limitations. The basis for these limitatioru is discussed in sections V/.A.2 and VI.A.3.
Table VI-I -- Effluent Limitations
Discharge Limitations . .
Maximum Concentrations
Parameter 30-Day Avg. Discussion of Effluent Limitations
a) Rexu[arions for Effluent Limitations: The Regulations jot Effluent Limitations (5 CCR 1002-62), apply to the
conventional pollutams. For this facility the limitation for Oil and Grease is based on this regulation.
b) ~olicable Federal Elfluem Guidelines and Standards: The federal guidelines which apply to this type of
facility are found under 40 CFR 434, titled Coal Mining Point Source Effluent Guidelines. The limitatons
which apply to discharges of mine water are.•
Table Vl-2 -Federal Standards (40 CFR 434)
,. ,
Parameter Lrmitations . .
30 Day Avg.:: Daily Max.
pH, s.u. The Division was only able to perform a preliminary reasonable potential
analysis for other water quality-based parameters using the data provided 6y the permittee since the data
were from locations other than the actual discharge point. This permit will require additional shoR-term
monitoring of new outfal[ OI S for those parameters for which a potential to exceed applicable WQS may
exist, based on the data submined. These parameters are total recoverable arsenic, total recoverable
cadmium, dissolved iron, and dissolved manganese.
