Your letter provided a precipitation log from September 18 -
22, 1997. Recorded rainfall for September 21, 1997 alone showed an accumulation of 2.5 inches of
rain qualifying the storm event as greater than a 10-year/24-hour event, therefore, waiving Total
Suspended Solids and Total Iron. The self-monitoring data on your third quarter Discharge Monitoring
Report that qualifies for the storm water exemption is shown below:
Outfall
Number Parameter
001A TSS (mg/I)
001A TSS (mg/I)
001A Total Iron (mg/1)
001A Total Iron (mg/I)
Reported
Results
5490 (30 day avg)
5490 (mx 7 day avg)
24.9 (30 day avg)
24.9 (daily mx)
Permit
Conditions
35 (30 day avg)
70 (mx 7 day avg)
3.5 (30 day avg)
7.0 (daily mx)
Grand Valley Coal Company has shown that discharge occun'ed within 48 hours after measurable
precipitation, discharge was beyond your control, and chat the pond volumes before the storm event
was greater than the 10-year/24-hour storm volume. We believe that Grand Valley Coal Company
qualifies for the Storm Water Exemption, therefore, waiving TSS and total iron limits for this discharge
only.
If you have any further questions regarding this matter, please contact me at (303) 692-3603.
Inc ely
aria J. en
Water Oualit Control Section
WATER QU LITY CONTROL IVISION
CC: Garfield County Health Department
Duane Watson, D.E., WQCD
~~®arnl48rnandez, ~DMG
MS-3 File
