The subject report was submitted on December 16, 2002, <br />combined with the Annual Report, and received at the Division on December 23, 2002. That the <br />report was a combined report was confirmed with the operator (an amendment to the report was <br />received January 9, 2003). <br />Rule 4.05.9(14) All impoundments shall be inspected by a qualified registeredprofessional engineer <br />or other qual fed professional specialist under the direction of a professional engineer. The <br />professional engineer or specialist shall be experienced in the construction of impoundments. <br />The inspection was performed by an authorized (qualified) professional specialist under the direction <br />of a professional engineer (John A.
