Section IV of his Coal Inspection Report stated in <br />part that "Certification of all ponds completed including the <br />D Portal sediment pond, loadout sediment pond, refuse pile <br />pond and the D Portal fresh water impoundment must be re- <br />ceived by the Division by January 31, 1983." <br />Enclosed are letters from Ford, Bacon & Davis (dated <br />1/19/83) and from Stone & Webster (dated 1/11/83) certifying <br />that the above listed ponds were constructed in accordance <br />with the approved mining plan (i.e., in accordance with the <br />permit). We hope the enclosures are sufficient to comply <br />with the above cited certification requirement.
