• <br />' Background <br />iii iiiiiiiiniu iii <br />999 <br />SNOWMASS COAL COMPANY <br />Weir Program <br />Page 1 <br />RECEIVED <br />QCT 131983 <br />MINED IANb RECUMATION D141SION <br />Cola Dept of Nriurat Resource <br /> During Snowmass Coal Company's permit review with the Colorado Mined <br />' Land Reclamation Division, it was agreed that some type of flow measuring <br /> device was necessary on North and Middle Thompson Creeks. In March of <br />' 1983, Snowmass Coal decided to build a weir on North Thompson Creek, before <br />the spring runoff started, in order to get some idea of the cost of const- <br /> ruction problems that would be encountered. Personnel from the Colorado <br /> Mined Land Reclamation Division approved of the idea and gave Snowmass <br />' permission to construct the weir. However, it was learned that Snowmass <br /> might have to apply for a 404 permit from the Army Corp of Engineers before <br /> any construction could take place. <br />' In a letter dated March 14, 1983, Snowmass requested the Army Corp of <br /> Engineers to review the basic plan and decide if a permit was required. On <br /> March 29, 1983, Snowmass Coal was informed that a 404 permit from the Corp <br />' of Engineers was needed. Snowmass then cancelled its plans to construct <br /> the weir before the spring runoff started and began putting a permit applica- <br /> tion together. <br />' <br /> Asa requirement for permit approval from the Corp of Engineers, Snowmass <br /> Coal Company was requested to contact the Division of Wildlife in order to <br />t • determine if fish ladders were required on the weirs. The correspondence <br />between the DOW is included with this re <br />ort <br /> . <br />p <br /> On May ]7, 1983, a complete 404 permit application was sent to the Army <br />' Corp of Engineers, in addition, a permit application was also sent to the <br /> Colorado Department of Health, Water Quality Control Division. Both of <br /> these documents are included at the end of this report. <br /> On June 16, 1983, a Public Notice was sent out by the Corp of Engineers; <br /> however, under the heading of "purpose" the Corp of Engineers erroneously <br /> stated that the purpose of the weirs was to divert water for use in Snowmass' <br />Coal Mines. Snowmass Coal Company then contacted the Corp of Engineers and <br /> corrected their mistake. Anew Public Notice was published and the public <br /> comment period was extended to July 29, 1983. <br />1 <br /> On September 16, 1983, Snowmass was issued a 404 permit from the Corp <br /> of Engineers and the State Water Quality Control Division to construct the <br />' weirs. These permits are also included at the end of this report. <br /> Weir Information <br />' Three drawings located with the 404 permit application show the const- <br />ruction details of the weirs. Each weir will have fish ladders as shown. <br />Snowmass proposes to use Leupold & Stevens mechanical recorders to contin- <br />' uosly monitor the flow through each weir. These recorders will be located <br />in an instrument box as shown on the weir drawings. Each recorder will be <br />. checked once a week to insure that the recorder is operating properly and <br />' accurately recording the flow of water through the weirs. <br />All of the recorded data will be included in Snowmass Coal Company's <br />annual hydrology report as outlined in our permit application. <br />
