Senate Bill <br />120 states that evaporation from water surfaces exposed before <br />January 1, 1981 need not be replaced. There is currently a <br />challenge to this, and in the future it may be that all depletions <br />must be replaced, but for now only evaporation from water <br />surfaces exposed after December 31, 1980 needs to be replaced. If <br />you can prove the exposed water surface area as of December 31, <br />1980 you may be able to reduce your depletions under this plan. <br />• Is any groundwater from the pit used for truck washing, concrete <br />=~ botching, irrigation of landscaped reclamation areas, or other <br />3 such uses? If so please include in depletion calculations. If <br />water is used for these purposes but does not come from the pit <br />• what is its origin? Also, as stated in the general criteria, a <br />•~ figure of 4 percent by weight of water retained on aggregate <br />~_ should be included in your consumptive use calculations for <br />~, aggregate hauled off or included in concrete botching. <br />• It appears from your color photo that some crop consumptive use <br />may be satisfied from sub-irrigation due to your proximity to the <br />Rio Grande River. Please give evidence that the groundwater is <br />below the root zone of alfalfa if no reduction of consumptive use <br />\~ due to sub-irrigation is to be claimed. If sub-irrigation is <br />evident then the acreage of dry-up must be increased to provide <br />the required consumptive use credits. <br />,:~ <br />• Please provide a monthly analysis of evaporation and other <br />depletions, if any, and of consumptive use credits to be used to <br />replace those depletions. Your plan should replace all depletions <br />in each month in which they occur. <br />Please include an accounting form to be used in the administration <br />of this plan. The accounting form should include, as a minimum, <br />pond surface area, gross evaporation, net evaporation, well <br />pumpage, water lost as aggregate moisture, total depletions, <br />replacement source credits, and net replacements made. Please <br />refer to the general criteria previously provided for a more <br />exhaustive list of accounting form requirements. <br />
