Carter December 23, 1997 <br />Re: December Quarterly Sampling for Groundwater Monitoring Well SC-2 <br />High levels of electrical conductivity and total dissolved solids in the Rollins Sandstone wells, SC-i <br />and SC-2, and high pH in SC-2, were of concern. On March 5, 1991, the driller returned to Well SC- <br />2, tripped 1-inch pipe into the well to airlift the well. Water bailed from the well continued to be <br />high in pH. The well was flushed with fresh water, and airlifted and bailed again. The well was open <br />to total depth at 500 feet. Also the well was producing very little water during this second attempt to <br />develop the well. The water continued to be high in pH. On March 7, the well was bailed several <br />times, producing very little water and high pH, so the rig was taken off Well SC-2. <br />From March 8 to 13, another well was established in the Rollins Sandstone below SC-2 along the <br />Coal Gulch Road Well SC-4 was installed to 360 feet. Initial monitoring of SCE on March 18 <br />showed low electrical conductivity and total dissolved solids, but by April 30 the electrical <br />conductivity and total dissolved solids was again compazable to the results for the other Rollins <br />Sandstone wells. <br />Extensive bailing tests of Wells SC-1 and SC-2 during March of 1995, in response to Division's <br />review of the 1993 and 1994 Annual Hydrologic Reports, further confirmed the low permeability <br />and porosity, and poor water quality, of the Rollins Sandstone. Significant changes in the depth to <br />water in the wells have not occurred, indicating no impact to the Rollins Sandstone from mining in <br />the area ofthe wells. The entire area in Sections 9 and IU surrounding the wells has been mined out. <br />It is my opinion that the Rollins Sandstone is not a regional aquifer, and the water cannot be put to <br />beneficial use. We will continue to attempt to collect a sample from Well SC-2, and keep you <br />informed of our progress. If we unable to be successful, we will monitor Well SCE and compare <br />the data to the baseline information from 1991. <br />Sincerely, <br />~~- <br />Thomas C.
