These photos were taken February 23, 1994 for the February partial inspection of these mines.
During the March 11 inspection, I reviewed records of required hydrologic monitoring. These records, for both
surface water and groundwater monitoring indicated that no sampling or field data monitoring was performed
because of monitoring site inaccessibility due to snow end froreo wnditions. Review of the February photos
show [hat the North Fork of the Gunnison River is open and flowing. Two of Somerset Mining Company's
surface water monitoring points are located in this open section of river. Also, it appears that there is
approximately one foot of snow oo the ground which would not preclude most groundwater sampling.
Please explain what Somerset Mining Company considers to be conditions in which a water monitoring site is
not reasonably accessible due [o snow and fro7cn conditions. In addition, please describe what conditions were
present and to what degree they occurred in Janttary and February 1994 which prompted Somerset Mining
Company to forego the required monitoring.
Please respond to these concerns by March 31, 1994. Upon review of your response the Division will
determine whether or not to pursue an enforcement action.
If you have questions, please contact me.
Sincerely,
Steve S.
