SHELTO N, Director <br />April 7, 1986 <br />T0: Peter O'Connor <br />FROM: Steve Renner <br />RE: CARBON JUNCTION HYDROLOGY <br />As per your request, I have reviewed the ground and surface water information <br />pertinent to the Carbon Junction Mine site. <br />Following are my comments and concerns which should be addressed during the <br />mid-term review: <br />mot. NPDES permit (No. C-0038610) does not appear to accurately reflect the <br />mining operation. The operator should amend the permit accordingly. Copies <br />of all correspondence with the Department of Health, and the revised permit <br />should be forwarded to the Division. The operator should note that Permit No. <br />C-0038610 expires September 30, 1986. <br />Pond discharges are to be monitored as per NPDES permit No. C-0038610 <br />part 1 pages 5 and 6, for the parameters tabulated in "Summary of Rationale" <br />pages 2 and 3 (attached to NPDES Permit). <br />The operator must submit to the Division quarterly reports of discharges and <br />effluent concentrations. <br />C3,~ The operator should submit to the Division the data collected during <br />the 1985 drilling program (see attached letter). This data may be useful in <br />assessing future mine inflows. <br />The operator should be informed that, when mining begins in earnest, <br />the Division may require more intensive hydrologic monitoring. This could <br />include a more intensive well, spring and surface water monitoring program <br />(both quantity and quality). <br />5. In the future, the operator should submit to the Division NPDES reports <br />and sediment pond self inspections quarterly. Additional ground and surface <br />water data (including spring flows), as well as the discharge data from the <br />ponds should be submitted yearly as an Annual Hydrologic Report (AHR). The <br />AHR will be based on a water year (October 1 through September 30). This <br />report shall include all of the reduced and tabulated data collected during <br />the year. An interpretation of the data and a discussion of any tends or <br />impacts to the hydrologic system should be included in this report.
