The applicant shall be responsible
for compliance with this plan, but the State Engineer's Office may also pursue the landowner for
eventual compliance. The required fee of $1,593 for the substitute water supply plan has been
paid.
Colona Gravel Pit Operation is a proposed gravel mine that will be reclaimed as an
unlined pond. This plan describes the proposed water uses for the period October 2007 through
September 2008. During mining, a total of up to 6.28 acres of groundwater may be exposed
within the permit area, including all exposed water surfaces. Product below the ground water
table will be removed via "wet mining", thus, dewatering of the pit will not occur, and is not
approved herein. See Figures 1 and 2, attached, for the location and a map of the grave! pit site.
You have provided a monthly breakdown of the mining depletions at this site in your
Table 2 (copy attached). See Appendix B, attached, for the delayed impacts analysis. Table 2
shows that during the period of October 2007 through September 2008 the total stream
depletions are conservatively estimated to be 26.3 acre-feet corresponding to a water surface of
6.28 acres, mining of 300,000 tons of aggregate, and 3.0 acre-feet used for dust suppression.
No groundwater will be used for equipment washing, concrete production, reclamation, or any
other purpose. Total monthly depletions for each use will be limited to the totals provided in your
Table 2- No groundwater will be used for any other purpose. No phreatophyte credit has been
applied to this plan.
The proposed source of replacement water for this pit during the irrigation season (April
through October) is fully consumable water released from Ridgeway Reservoir by the Tri-County
Water Conservancy District (Tri-County). A 1.65 percent transit loss will be applied to all
deliveries as specified in column 4 of your Table 3 (copy attached). The proposed source of
replacement water for this pit during the non-irrigation season (November through March) is fully
