Hatcher. 303-452-6611 <br />Dear Ms. Hatcher: <br />We have received your letters of August 24, 2006 and April 17, 2007 requesting renewal <br />of the substitute water supply plan ("SWSP") to cover depletions caused by gravel mining <br />operations at mutiple mine sites operated by Lafarge West, Inc. ("Applicant") along the South <br />Platte River. Your letter dated April 17, 2007 amended the SWSP request submitted on August <br />24, 2006. In this current plan, you propose to replace depletions which occur at seven different <br />mine sites, specifically: 1) Howe Pit, M-78-052, 2) the Tanabe Pit, M-00-002, 3) the Dunes <br />Development, M-99-093, 4) the Mann Lakes, M-82-147, 5) the Ft. Lupton Pit, M-85-088, 6) the <br />Riverbend Operation, M-00-016, and 7) Stagecoach Stop Property, M-83-067. <br />A phone conversation was held on July 19, 2007 between Bill McIntyre of the State <br />Engineer's Office and Michelle Hatcher of the Applegate Group, Inc. The subject matter <br />discussed was the lease with the City of Aurora. Ms. Hatcher noted the lease is modified to <br />about 180 acre-feet per year of reusable water and that the lease would be forwarded upon <br />receipt. <br />Please take note of condition approval number 12. This SWSP will not be renewed in <br />the future if the applicant does not show progress toward lining or backfilling unmined pits, or <br />adjudicating a plan for augmentation. <br />Plan Operation <br />According to the current proposal; the Howe Pit and Mann Lakes Pit are active mining <br />sites; the only water use at the Fort Lupton Pit, Tanabe Pit, Dunes Development and <br />Stagecoach Stop Property will be evaporation from exposed ground water; and the Riverbend <br />Operation remains inactive with no exposed ground water or consumptive use. <br />This plan identifies replacement sources to cover depletions from the multiple mine sites. <br />The required fee of $1,799 (7 sites x $257lsite) has been submitted.
