The holder shall request a preconstruction conference with the <br />authorized officer at least two days prior to the start of <br />construction. All construction equipment shall be clean and weed seed free prior to <br />moving equipment on public lands and start of construction. The holder <br />shall monitor for noxious weed infestation and shall control noxious <br />weeds on the location and access roads as directed by the authorized <br />officer. Herbicide or pesticide use shall be approved by the <br />authorized officer prior to any application. <br />5. Construction activities shall be conducted so as not to disturb more <br />than the minimum area needed for construction of the buried pipeline. <br />6. All disturbed areas outside of the existing road ROW shall be contoured <br />to blend with the existing topography. <br />7. All soil erosion associated with the operation must be stabilized to a <br />condition at least equal to that present before disturbance. Silt <br />fences or other erosion control measures shall be installed at all <br />drainage crossings. <br />8. Trash shall be confined in a covered container while the project is in <br />progress. Upon completion, all trash, flagging, laths, etc. shall be <br />removed and hauled to an authorized disposal site. No burning of <br />trash, trees, brush or any other material shall be allowed. <br />9. Thirty days prior to termination of the right-of-way, the holder shall <br />contact the authorized officer to arrange a joint inspection of the <br />right-of-way to formulate an acceptable termination and reclamation <br />plan. This plan shall include, but is not limited to, removal of <br />facilities, recontouring, stabilizing, or seeding. The authorized <br />officer must approve the plan in writing prior to the holder's <br />commencement of any abandonment activities. <br />10. Applicant/Lessee shall comply with all County resolutions and <br />regulations and permit requirements. <br />No pipeline construction shall take place outside of the exterior <br />limits of the existing road ROW.
