(OOSI) is a corporation owned by Occidental Oil and Gas <br />Corporation (Occidental) and is in the final stages of closing the Logan Wash Mine, an oil shale <br />mine, located on OOSI property in Section 25 T7S R97W 6`h PM, in Garfield County, <br />Colorado. OXY USA WTP LP, (OXY) also a wholly owned entity of Occidental Oil and Gas <br />Corporation and working through it Rocky Mountain Asset Team (RMAT) has proposed to drill <br />a natural gas well on the lower mine bench at the mine. The well is scheduled to be drilled by <br />the end of 2005 or the first half of 2006. <br />OOSI has completed a significant portion of the reclamation plan and relevant Technical <br />Revisions of Permit M-1977-424 under the rules and regulations administered by the Colorado <br />Division of Minerals and Geology. <br />RMAT has been actively drilling wells on Occidental property in the azea for several years. <br />Drilling and completing a well on the lower mine bench at the Logan Wash mine presents a cost <br />saving opportunity to RMAT, as minimal site preparation and less drilling footage would be <br />required than at other potential sites in the area but would result in OOSI not being able to <br />complete the final stages of reclamation. A copy of a map showing the area of disturbance is <br />attached. <br />A successful natural gas well or wells will likely result in decades of operation and <br />maintenance. Because OOSI is in the process of closing the mine and mine permit, it is logical <br />that OOSI complete the reclamation in the areas that would not be impacted by well operations. <br />It is the goal of OOSI to complete all reclamation other than that affected by natural gas well <br />drilling and operations and close the mine permit. <br />sss <br />
