Please be advised that <br />the application may be deemed inadequate and maybe denied on May 2, 2006, unless the <br />following adequacy review items are addressed to the satisfaction of the Division. <br />Adequacylssues <br />The application indicates that explosives will be utilized. Pursuant to Rule 6.4.4(i) and <br />6.5(4), please submit the appropriate analyses which demonstrate that oft-site areas <br />will not be adversely affected by blasting. DMG recommends that the analyses <br />address all structures within one mile of the permit boundary. <br />The application indicates that the final slope of the benched highwall shall <br />approximate 0.58H:1 V. Pursuant to Rule 3.1.10(3), final slopes must support <br />rangeland post-mining land use and shall not be too steep to be traversed by <br />livestock. DMG recommends 3H:1V slopes for rangeland post-mining land use. <br />Please clarify how the proposed 0.58H:1V slopes address the requirements of Rule <br />3.1.10(3). <br />3. Pursuant to Rule 3.1.5(3), the application must demonstrate how the final <br />configuration of the highwall will be sufficiently stable to protect areas outside the <br />affected land from slides and other damage. Please submit an appropriate <br />engineering stability analyses, described under Rule 6.5, for the highwall configuration <br />proposed in the application. <br />4. DMG has completed a preliminary reclamation cost estimation totaling $16,193. The <br />reclamation cost estimation is based upon the proposed reclamation plan and several <br />assumptions. One of the assumptions is that the highwall would be scaled for loose <br />rock (task 2).
