I, Gary M. Stubblefield, a Registered Professional Engineer in the State of
Colorado, in accordance with Section 4.03.1(1) of the Mined Land Reclamation
Board Regulations for Coal Mining do certify that all existing haulroads at
Trapper Mine have been constructed using prudent state-of-[he art methods,
comply with the guidelines set forth in Section 3.7.2 (as revised in October
1984) of the Trapper Mine Permit (ID No. C-010-81), and that the design and con-
struction are appropriate for the anticipated volume, weight and speed of the
haulage vehicle.
