Long, <br />Division Direclar <br />Denver, CO 80231-2538 <br />Re: Results of OSM June 2-3, 1992 inspection of Coal Ridge No.l <br />Dear Peter: <br />This letter is to clarify the various issues raised and their <br />respective solutions from the OSM oversight inspection last week. <br />Per our conversation this morning, I know that resolution is <br />possible within the next two months. The items of concern are <br />listed below. <br />1. The sump within Vulcan ditch needs to be reclaimed if it is <br />not to be used as a sediment pond or holding pond. The NPDES <br />permit; 002A, for this sump may be unnecessary for the future <br />if this sump is to be reclaimed. According to our <br />conversation today, the sump will never be utilized as a <br />sediment pond, so reclamation in the near future is warranted. <br />This can be handled by submittal of a Minor Revision, after <br />the NPDES permit has been terminated. If you choose to retain <br />the NPDES permit, then the reclamation of the sump can not be <br />through a Minor Revision and the Division will still be <br />required to monitor the discharge point. <br />A Minor Revision shall be submitted for the re-certification <br />of any and all permit Figures and maps certified solely by <br />yourself. As required under Rule 2.10.3 (2) all "maps, plans, <br />and cross-sections shall be prepared by or under the direction <br />of, and certified by, a qualified registered professional <br />engineer or professional geologist." Timetable: 30 days. <br />3. Culvert #C4 needs to be cleaned out as it is 1/3 full - from <br />16" diameter to only 11" at present. Timetable: as soon as <br />possible. <br />4. Third and fourth quarter 1991 and first quarter 1992 field <br />monitoring records for "dry" wells OW-3, OW-7, Ow-12 and OW-13 <br />need to be obtained for verification of testing these wells, <br />even though they have been historically "dry". Timetable: 30 <br />days. <br />
