(Cont'd.) <br />(1) (Cont'd,) <br />The area of the Orchard Valley West Mine was included in the <br />designation of "most critical big game winter range" in the <br />BLu, October, 1983, Uintah-Southwestern Utah Coal Region Envi- <br />ronmental Impact Statement. Some oakbrush, mixed shrubs, pin- <br />yon-juniper and riparian habitat types would be disturbed or <br />destroyed by the construction of the Orchard Valley West Mine <br />and access road. Per stipulation "0" of Lease 9kC-37210, Colo- <br />rado Westmoreland may mitigate this loss of habitat by off- <br />site habitat improvement. The specific methods and sites for <br />wildlife habitat improvement would be determined in consulta- <br />tion with the Bureau of Land Management and Colorado Division <br />of Wildlife. Upon final abandonment, the culvert would be re- <br />moved from East Roatcap Creek, the stream bed stabilized and <br />vegetation species including cottoncvod and willow planted. <br />See the Orchard Valley West Portals Reclamation designs in <br />Volume 6A for a typical reclaimed creek cross section. <br />Surveys of golden eagle nesting areas completed by the Bureau <br />of Land Management and U. S. Fish & Gildlife Service for [he <br />1983 Environmental Impact Statement identified nesting sites <br />more than one-quarter mile west of the Orchard Valley West <br />Mine. The U. S. Fish & Wildlife Service has determined that <br />golden eagles occupying these nesting sites would not be im- <br />pacted by the mine site (Lockhart, M. - U, S.
