42.04 APPLICATION FOR PERMIT FOR SURFACE OR IINDERGROUND MINING ACTIVITIES --
MINIMUM REQUIREMENTS FOR INFORMATION ON ENVIRONMENTAL RESOURCES.
2.04.4 Cultural and Historic Resource Information.
In April and May, 1977; August, 1980; August, 1981; July, 1982; and
May and September, 1984; cultural, historic, and archaeological re-
source surveys were conducted over the permit area and adjacent areas
of Colorado Westmoreland Inc,'s Orchard Valley Mine near Paonia in
Delta County, Colorado. CWI retained Centuries Research, Inc., Mont-
rose, Colorado, for [he express purpose of gathering all information
available in providing this resource information to the regulatory
agencies.
The first survey covered several thousand acres which constituted a
transect extending into the mountains through the Steven's Gulch
drainage from the North Fork of the Gunnison River. [Jithin this sur-
vey, Sections 1, 12, 13, and 24, T.13S., R.92LJ., of the 6th P,M. were
intensively studied,
The second survey intensively covered the land above Federal Coal
Lease C-27432, including portions of Sections 12 and 13, T.13S.,
R.92W „ and Sections 17 and 18, T.13S., R.91SJ., of the 6th P,M.
The third and fourth surveys were investigations of twenty drill
sites and associated roads in 1981 and eleven drill sites and associ-
• ated roads in 1982, within Sections 7, 8, 17, and 18, T.13S., R.91IJ.,
and Sections 3, 10, 11, 14, and 15, T,13S. R.92W. of Che 6th P.M.
The fifth survey covered two 40-acre fee coal properties acquired in
1982 (the Farmer's Mine and Smith properties), the 160-acre surface
area of the Lease C-27432 modification, and the 280-acre surface area
of Lease D-036955. These areas are located within Sections 17, 18,
and 19, T.13S., R. 91 W., of the 6th P.M.
No significant prehistoric or historic cultural resources were en-
countered within the areas studied. Three abandoned coal mines were
located, but none of these, it is believed, constitutes a significant
historical site (Centuries Research, Inc., 1984). No other notable
sites were identified within the areas studied. On the basis of the
results to date, no adverse effects to cultural, historic, or archae-
ological sites are expected. The methodology and results of the sur-
veys are set forth in detail in the Archaeology Appendix, Volume 9B.
During May, 1984, CWI again retained Centuries Research, Inc. to com-
plete a Class I cultural resources study of the proposed permit and
adjacent areas, The purpose of this study was to compile all cultur-
al resource information gathered [o dale and to identify those areas
within the proposed permit area which may require further study. A
