Doc Da etet 1ti,,,2o0, III IIIIIIIIIIIIIIII <br />• S I[` 4.04 SUPPORT FACILITIES <br />The support facilities required for the Southfield operations include the <br />shop/office/warehouse complex, coal preparation plant, refuse pile and <br />other minor structures as shown on the Mine Surface Facilities Map, (Map <br />18). Most of the support structures were in place at the time that EFCI <br />purchased and began operating the Southfield Mine and Loadout in March, <br />1985. Changes in existing structures and facilities through the end of <br />the second permit term and over the life of the mine will be minimal. A <br />complete discussion of design, construction, operation, maintenance, and <br />removal of all the existing support facilities in the Southfield mine and <br />Loadout areas is presented in Section 2.05.3, Operation Plan - Permit <br />Area, under the subtitle, "Mine Facilities". <br />A detailed drainage and sediment control plan has been developed which <br />takes into account all support facilities for the mining operation. The <br />detailed drainage and sediment control plan is presented in Exhibit 19, <br />• Drainage and Sediment Control Plan. All sediment control measures are <br />designed to prevent damage to fish, wildlife, and related environmental <br />values. Also, sediment control structures have been designed to minimize <br />contributions of suspended solids to streamflow or runoff outside the <br />permit area in excess of the limitations of State and Federal laws. <br />As discussed throughout this application, EFCI will conduct underground <br />mining and related activities in a manner which will minimize impacts to <br />the existing environment. There are no oil or gas wells in the mine or <br />Loadout areas. Likewise, there are no oil, gas, or coal slurry pipelines <br />within the mine or Loadout areas. The only railroad in the vicinity is <br />the one servicing the Loadout. Southern Colorado Power electrical <br />transmission lines located within the mine area will not be effected by <br />surface operations and mitigation of potential subsidence impacts is <br />addressed by the plan. With the exception of the City of Florence water <br />line, all water and sewage lines within the permit area serve EFCI <br />structures. The only potential mining related impacts on this line are <br />• those which may result from subsidence. Potential subsidence impacts are <br />specifically addressed in Section 2.05.6(6), Subsidence Survey, Subsidence <br />Monitoring, and Subsidence Control Plan. <br />4.04-1 <br />
