May, P.E., Project Engineer
Inspection Date: Quarterly Inspection, September 27, 1997
III IIIIIIIIIIIII III
9~
R~f`EIVED
ocr 14 iss~
eipi~il n nuilCf CJS C. ~:.°. ~;Q~y
Ponds: The east and west sedimentation ponds and their embankments appear in good
condition. The west pond is shown in photograph 1. Standing water is present from the
recent heavy rains. The water level is below the low flow outlet. There was also standing
water in the east pond.
Drainage Ditches: The east side and west side drainage channels appear in good general
condition. Photograph 2 shows the east side Clearwater diversion ditch adjacent to the
waste rock pile. Vegetation is fairty heavy but the channel has more than an adequate
capacity. Photograph 3 shows the outlet pipe which transports flow from the eastside
ditch, up near the pile, to behind the office. The drainage ditch at the toe of the waste pile
and the one on top of the pile are in good condition. Photograph 4 shows the top of the
pile looking northwest.
The inlet to the westside diversion pipe is shown in photo 5. As seen it is partially
blocked. Photo 6 shows the yard area, which is dry and with all drainage features in good
operating condition.
All other ditches and structures were inspected and appear in good operating
condition. All drainage features have been constructed and are operating as stated in the
drainage plan submitted to the Division of Minerals and Geology.
Coal Waste Pile: There are no visible signs of structural instability on the waste pile.
Photographs 2 shows the side of the pile. The slope on the face appears to exceed the
design slope of 3:1 (horz:vert). This should be confirmed and adjustments made to the
face as needed to assure the design slope is met. The highwall and other slopes at the
site appear stable.
As reported last quarter, it appears that waste material is being generated in larger
amounts that initially expected and hence the waste pile is approaching the final design
volume prematurely. This concern has being address by the redesign of the waste pile
which is currently under review by the Division of Minerals and Geology.
Except for the items mentioned above the fill on the waste pile has been constructed
as specified in the design approved by the Division of Minerals apd;ISQOIo~gy. ;
si.
