compatible with the state and local governments' proposed land <br />• uses as described in the "Las Animas County Land Use Plan Element <br />to the County Master Plan", May, 1978. <br />2.05.6 Mitigation of Surface Coal Mining Operation Impacts <br />Air Pollution Control Plan <br />An air pollution control plan which Basin currently <br />utilizes at the Golden Eagle Mine consist of compliance with <br />fugitive dust emission permits as shown in Exhibit 21, Air <br />Emission Permit. Basin plans to operate in compliance with <br />these permits and therefore, mitigate all potential air pollution <br />which may result from the operation at the Golden Eagle Mine. <br />Fish and Wildlife Plan <br />Mitigation of impacts to fish and wildlife which <br />• currently and historically have used the area around the Golden <br /> Eagle Mine consists of minimizing the total disturbed area during <br /> the life of the operation and by continuous efforts to minimize <br /> disturbance and pollution to the existing environmental resources <br /> during the life of the operation. A description of the fish and <br /> wildlife resources in the permit area and adjacent areas is <br /> presented in Section 2.04.11 of this application. Because the <br /> Golden Eagle Mine is an underground operation, it is possible for <br /> Basin to minimize the total disturbed area for the surface <br /> facilities and structures and thereby minimize the disturbances <br /> to habitats which are used by fish and wildlife. Proper location <br /> of new additional structures such as fans, access and light use <br /> roads, as reviewed in Section 2.05.4 of this application, will be <br /> carried out to ensure minimized disturbance to habitat. <br /> Enhancement of the habitat in the vicinity of the disturbed area <br /> is increased during the life of the mine due to limited access to <br /> those areas which are undisturbed by the surface mining <br /> operations associated with the Golden Eagle Mine. <br />• 2.05-31 (Revised 05/12/87) <br /> (Revised 04/24/94) <br />
