or master plan, and is further required to place a copy of the application
for public inspection with [he Clerk of the county in which the proposed
mine is situated. It is the Board's understanding that [he Act intends for
the application to be made available for public review and comment in an
area close to the mine; it is not intended that it be made a part of public
record by recording.
