NiiNtD I~NU <br />s' RECLAINATiON DiVISIQN <br />Mr. Tom Gillis <br />Reclamation Specialist <br />Colorado Mined land Reclamation Division <br />1313 Sherman Street <br />Denver, Colorado 80203 <br />III IIIIIIIIIIIIIIII <br />999 <br />May 26, 1987 <br />RE: Annual Professional Certification Document for D-Portal Sediment <br />Control Pond (DP-1) on the Deserado Mine Property, Bonanza Power <br />Project File No. C-018-81. <br />Dear Mr. Gillis: <br />On May 21, 1987, I performed an inspection of the Deserado Mine D-Portal <br />Sediment Control Pond (DP-1) N.P.D.E.S. permit #001. <br />I am a professional engineer registered in the State of Colorado and my <br />experience fulfills the requirements of the Colorado Surface Coal Mining <br />Reclamation Act. <br />The purpose of my inspection and certification was to ensure proper <br />construction of the D-Portal Sediment Control Pond and to satisfy the <br />requirements of Rule 4.05.6 (11) (a) of the Colorado Mined Land Reclamation <br />Board. In completing my certification, I have conducted an inspection of the <br />D-Portal Sediment Control Pond and construction site: <br />The dam inspection showed no problems concerning cracking, erosion, rodent <br />activity, or displacements in the following areas; upstream face, downstream <br />face, and the crest. No seepage was located on any of the dam areas. The <br />outlet conduit was in good shape and no leakage was noted. The emergency <br />spillway showed no signs of deterioration or erosion and the riprap was in <br />good condition. No effluent quantity or color could be noted at inspection <br />time, since the pond was not discharging at the outlet. <br />The topsoil pile for this area has been seeded and shwas stable vegetation <br />growth. Removal and stock piling of all organic material and topsoil prior <br />to water impounding has been completed. <br />To the best of my knowledge, based upon my professional expertise, the <br />D-Portal Sediment Control Pond at the Deserado Mine has been constructed <br />in conformance with the prudent state-of-the-art of dam construction. <br />Further, the structure has been constructed in ccaipliance with the approved <br />design, as specified within Illustration 7 of the approved perntiit doctunents <br />and depicted on Map 34. <br />Dserado Mine <br />P.O.
