On-site material <br />processing to include screening, washing, crushing and production of asphalt and concrete products. <br />Due to the high water table, pit dewatering will be necessary. The application indicates that a <br />discharge permit through CDPHE-WOCD, and a well permit through OSE-DWR, will be acquired. <br />RECLAMATION PLAN <br />Final Land Use: 75.2 acres reclaimed to support Wildlife Habitat and Recreation PMLU, <br /> 6.3 acres reclaimed to support Industrial PMLU. <br />Slope Grading: Pond inslopes at 3H:1 V, 4-5 ponds resulting from excavations. <br />Topsoil Depth: 6" <br />Revegetation Mix: Sand dropseed, Blue grams, Indian ricegrass, Galletta, Sainfoin and fertilizer and <br /> mulch will be applied to all reclaimed areas except for the Phase II area. Pond <br /> inslopes for the Phase II area will be revegetated with Cottonwood tree and <br /> willow tublings. Applicant has indicated that where live shrubs and riparian <br /> vegetation can be salvaged from affected areas, such will be transplanted to <br /> reclaimed areas when available, as recommended by DOW. <br />Other Details: 100' no-mining setback from river banks; application also addresses potential <br /> flooding for the processing area, located within the 100-year floodplain. <br />STAFF RECOMMENDATIONS <br />Staff have determined that the applicant has demonstrated compliance with the requirements of <br />C.R.S. 34-32.5-115(41, and therefore recommend that the Board approve the Delta Paving Gravel Pit <br />application. Staff have estimated the total cost of reclamation for the first year of operations at <br />532,962 and therefore recommend that Financial Warranty be set at 532,962. <br />
