July 26, 1988, unless omerw ise <br />nmed. <br />§ 146.51 Applicability <br />(a) This subpar establishes criteria and stand <br />ards (or underground in)ection control programs to <br />regulate Clots 1 hazardous waste injection wills. <br />Unless otherwise noted this subpar supplements <br />the requirements n( subpar A and applies instead <br />of subpar B to Class 1 hazardous wore injection <br />wells. <br /> <br />lb) Defimrinns. <br />Cane of inJJuence means that area around the <br />well within which increased injection zone pres- <br />sures caused by in)ecuon into the hazardous waste <br />injection well would be sufficient to drive Buids <br />into an underground source of drinking water <br />(USDW). <br />6tisling w'e!I means a Class 1 well which was <br />authorized prior to August 25, 1986, by an ap- <br />proved Stale program. or an EPA-administered <br />program or a well which has become a Class 1 <br />well as a result o(a change in the definition of the <br />in)ected waste which would render the waste haz- <br />ardous under § 261.3 of this pan. <br />Lijecuon imervu! means that pan of the injec- <br />tion zone in which the well is screened, or m <br />which the waste is otherwise directly emplaced. <br />New xr/! means any Class I hazardous warm <br />injection well which is not an existing well <br />Transmisave fiiulr ar frarmre is a fault or (mc- <br />mrc that has su(Bcient permeability and vertical <br />extem to allow Buids to move between formations. <br />§ 146.62 Minimum criteria for sling. <br />(a) All Class I hazardous wale injection wells <br />shall be sited such that they inject into a formation <br />that is benemh the lowermost formatmn containing <br />within one quaver mile of the well bore an under- <br />ground source ofdrinking water. <br />(b) The siting of Class I hazardous waste in)ec- <br />tion wells shall be limited to areas that are geo- <br />logically swmble. The Director shall deterrmne <br />geologic suitability based upon: <br />(I) An analysts of the structural and stmti- <br />graphic geology, the hydrogeology, and the seis- <br />micity of the region; <br />(2) An analysis of the local geology and <br />hydrogeology o(the well rile, including, al a mini- <br />mum, derailed information regarding stratigmphy, <br />structure and rock properties, aquifer <br />hydrodynamics and mineral resources; and <br />(3) A determination that the geology of the area <br />can be described con lidently and Thal limits of <br />waste (me and transport can be accurately pre- <br />dicted through the use of models. <br />(c) Class I hazardous waste mJection wells shall <br />be sited such that: <br />(I) The injection zone has sufficient perneabil- <br />ity, porosity, thickness and areal extent to prevent <br />migration a( Buids into USDWS. <br />(2) The confining zone: <br />(i) Is laterally continuous and free of <br />[ransecting. transmissive faults or (maures over an <br />area suffciem io prevenet the movement of Buids <br />imo a USDW; and <br />(ii) Contains at least one (onnation of sufficient <br />[hmkness and with lithologic and stress chamcter- <br />isties capable of preveming vertical propagation of <br />fractures. <br />16 <br />
