To the best of my knowledge, based upon my professional expertise and to <br />. the extent possible, this haul road at the Seneca II-W Mine was <br />constructed with prudent state-of-the-art earthen construction. Further, <br />the structure was constructed in cong~liance with the approved design, to <br />the extent possible, as specified in Tab 13 of the approved permit. <br />Drainage control is provided by culvert and typical ditch sections (see <br />Dchibit 13-20) and are listed in Table 13-5 and Attachment 13-6. <br />The as-built haul road location, and the horizontal and vertical alignment <br />are shown on ESchibit 13-18.1A. The road width is adequate for the <br />anticipated volume of traffic. <br />Density tests were taken to ensure proper compaction on all fill areas. <br />All fill was placed in accordance with specifications found in Tab 13 of <br />the approved permit. The road structure appears to be stable, evidencing <br />no indications of cracks, deep rutting, settlement, or slope instability. <br />Side cut slopes are 1.5H:1V or flatter with most cut slopes at 2H:1V. Cut <br />slope stability is not a problem at this time. The fill slopes are mostly <br />• 3H:1V with some slopes at 2H:1V which should cause no stability problems. <br />The as-built drawings will replace the design drawings. <br />To the best of ny knowledge and belief, field adjustments made during the <br />construction of the structure are in conformance with the Rules and <br />..
