Box 980 <br />Carbondale, CO 81623 <br />Office: (303) 874-7561 <br />Mine: (303) 856-6402 <br />RE: Certification of haul road from County Road 108 to the <br />Snowmass Coal Company's truck dump. <br />Dear Scott: <br />In accordance with rule 2.03.1(1)(D) of the <br />olorado Mined Land Reclamation Board for Coa <br />letter is to certify the construction of the haul road from <br />County Road 108 to Snowmass Coal Company's truck dump. The <br />County Road improvements were not included in this certification. <br />This haul road was constructed in 1981 by GMCO Corporation <br />of Carbondale, CO. The design was done by Intermountain Technical <br />Services of Grand Junction, CO. <br />On August 1, 1984, I was at the mine site to review plans <br />and records concerning the design and construction of the haul <br />road, and to inspect the present condition of the road. Pages <br />4-35 through 4-37, Roads, from Volume 1 of Snowmass' permit <br />application No. C-025-81 as well as map D-2-3 were reviewed for <br />the approved design. A letter on file at the mine site from <br />Harold U. Motz, P.E., a former owner of GMCO Corporation, verifies <br />construction of the road by GMCO Corporation according to design. <br />Drainage design was certified by Intermountain Technical Services <br />October 21, 1981, at the request of CMLR. A copy of this certi- <br />fication is on file at the mine site. A visual inspection of the <br />present condition of the road was made August 1, 1984, in your <br />company. Observations were made for road failure, unusual grades <br />and curves, the width, the elevation, the salvaged topsoil, the <br />revegetation success, and anything else that might indicate im- <br />proper installation of the road or a present danger to the envi- <br />ronment. One draw near the truck dump which required a substantial <br />fill had settled some since construction but had been corrected <br />adequately. No other areas of concern were found in the visual <br />inppection. <br /> <br />
