Agricultural (A) <br />Proposal Special Uae For a Coat Mine Expansion <br />The above captioned Special Use was approved by the Board of County Cornntissioners at a <br />continued public hearing on October 21, 1999. The Board made fitrdines: and based on those <br />finding, APPROVED the Special Use subject to conditions: <br />FINDINGS: <br />• 1. That the proposed project is located outside the errs covered by the Uncompahgre Valley <br />Master Plan, however a finding of conformity with "good planning Practice" may be <br />appropriate, and <br />2. That the application materials have been found to present a clear picture of how uses are to be <br />developed and arranged on the site, and <br />3. That if the mine operator conducts the strip coal mining operation in conformance with the <br />recommended conditions, it tray be determined that the proposed expansion project can be <br />conducted in conformance with the design standards of the County Zoning Regulations and <br />other applicable County regulations, and <br />4. That the application materials and the staff report identify appropriate conditions and <br />mitigation criteria, and <br />S. That the proposed special use wilt promote the best interest of the general public's health, <br />safety, and welfare, and <br />6. That the applicant has forwarded all pertinent technical information that was requested, and <br />7. That documentation which discusses the adequacy of the applicant's financial resources to <br />implement the project have not been submitted, and <br />8.
