To limit the extent of the bond, the operator commits to mine only Phase 1 <br />prior to the water supply plan being in place. Mining in Phase 2 will only take place if the water <br />supply plan is in place or the bond has been recalculated to reflect the additional liability. <br />Since the augmentation plan and substitute water supply plan have not yet been obtained at the <br />time that this application is being filed, the worst case cost for reclamation of the site will occur <br />when Phase 1 has been mined out, and the site needs to be backfilled to a level 2 feet above the <br />expected water surface so that no evaporation occurs from the lake.
