EXHIBIT B
Site Description
The site is part of the high plains and is located on a ridge at an elevation of approximately 5600
feet on a somewhat rocky point. The azea does slope to the west and south off of this ridge into a
draught then onto the lower plain to the east and south of the azea. The slopes are greslter than 3:1
on the faz facing south face of the ridge, with slopes of 3:1 or less on the east and west sides of
the area once you are on the upper flats. There are no water resources, of any kind located within
the boundary of this operation or any drainage into drainage ways that would end up in and
aquifers, streams, or waterways.
Vegetation in this area is mostly blue gramme, buffalo axul some western wheat gran. The azea is
well grazed and grass is sparse. According to the soil map report for the area the soil is a Piamer
sandy loam with small areas of Ascalon sand loam with 2 to 4 % slopes.
Topsoil and overbwden runs fo a depth of approximately 15 inches of less, and in some areas
materiai of sand and gravel are located at the surface mixed in with the topsoil.
There are no major man made structures located with in 200 feet of the proposed operation, nor
will any be built or installed for this operation.
There is no major wildlife in the area, or any endangered species that will be impacted, or will
any witd life habitat be impacted.
EXHIBIT C
Mining Plan
This operation will commence in 2005 as soon as all permits have been approved and with the
amount of material present will last for at least 20 years. It wilt be active but used less than ISO
days per year. Material removed from the site will be used to maintain and repair roads in Lincoln
County; no water will be used or contacted. No chemicals or explosives will be used in this
operation.
This will be a pit operation with scraping of material with a bulldozer or end loader into piles for
loading onto trucks to be removed and transported to job sites. Stockpiles of material will be
rare, but if left for a long period of time will be stabilized to help control runoff try seeding with a
mixture of fast growing seed such as forbs or prosso millet.
Topsoil and overburden runs from 8 to I S inches or less over the area and is mixed with material
at the surface toward the outcroppings on the points. Parts of the mining areas overburden runs to
2 feet deep on the upper flats. Material runs from the surface to 25 inches deep before contacted
and in some areas a vein of material could be as deep as 20 feet or more.
Topsoil and overburden will be salvaged and stockpiled for use in reclamation of the area. Some
of the overburden will be used as a binder for the road material. If the stockpiles do not ra
vegetate they wilt be seeded with a fast growing seed such as forbs or prosso millet, or other
seeds mixtures that maybe recommended by the Soil Conservation Service. Disturbance to the
area will consist only of the removal of material and the stockpiting of topsoil and overburden.
