In response to your concerns regarding additional monitoring, determination of a <br />trigger mechanism, and definition of when mitigation would occur, please refer to the <br />attached memorandum from Wright Water Engineers (WWE) which addresses these <br />issues. In short, WWE has proposed a continued monitoring regime, with placement <br />of up to six additional piezometers. Due to well impact agreements with some <br />neighbors, we anticipate placing another twn or three monitoring wells farther up <br />gradient of the mine site that will also be incorporated into the groundwater- <br />monitoring program. This will give us approximately 28 monitoring points in the area <br />of the mine that will be monitored for at least the next growing season before an <br />attempt to define baseline historic data. How the trigger is defined is explained in <br />detail in the WWE attachment. <br />Because of time constraints pertaining to the decision date for this pending <br />application, we respectfully request that the Division approve the permit with a <br />stipulation that the monitoring program as defined by WWE be implemented and that <br />the trigger mechanism be defined (which will occur after further monitoring gives <br />more complete data) and approved by the Division prior to groundwater disturbance <br />at the Nix site. <br />Hopefully this correspondence will satisfactorily address your remaining concems regarding the <br />Nix Sand and Gravel Mine.
