• State regulations require quarterly inspections by a qualified engineer. <br />Compaction testing and observation of fill properties should be performed on a <br />regular basis as RDA construction proceeds. The frequency of testing can be varied <br />~ depending on the consistency of test results and rate of refuse placement. During <br />initial pile construction we recommend compaction testing be performed every other <br />lift (maximum 4 feet between tests). When fill placement and compaction is <br />~ proceeding on a regular basis we recommend compaction test intervals not exceed <br />lt/'f~ 3 months. Itts anticipated that weather, production or operational factors will result <br />~~ '_' l <br />in periods when coal waste is stockpiled and significant placement in lifts and <br />~ compaction is not performed. The 3-month interval between testing should not <br />include these periods of time. We recommend that testing requirements be <br />• evaluated as part of the quarterly engineer inspection. <br />Process Plant <br />The analysis and design was based upon properties determined from samples <br />~ of unprocessed and simulated processed coal waste. Stability or construction <br /> <br />should not be significantly affected by variations in density or specific gravity of the <br />materials. The gradation, particularly percent fines, could have a significant effect <br />on the waste permeability, moisture content and water capacity of the material. A <br />significant increase in percentage of fines could have a large effect on pile stabilRy <br />~ and construction. The moisture content of the material after processing will also be <br />important. The RDA was designed assuming free water will generally not be <br />introduced from the waste as it is placed. This may require drying or additional <br />~ processing of the waste. We should test the initial production of processed coal <br />• waste as discussed in the previous section. <br />25 <br /> <br />
