INTRODUCTION <br />This monitoring plan is prepared for the Bureau of Land Management (BLM), <br />Environmental Protection Agency (EPA) and the Colorado Division of Minerals <br />and Geology (DMG) to update existing plans pursuant to BLM, EPA and DMG <br />requirements concerning White River Nahcolite Minerals' (WRN) commercial <br />scale nahcolite solution mining project. <br />WRN Plans for Regulatory Compliance <br />WRN plans to operate, monitor and report per the stipulations from the BLM's <br />Record of Decision (ROD), the EPA Underground Injection Control Permit <br />(UIC), the DMG Mine Plan, subsequent conditions of approval and required <br />mitigation. WRN will :submit monthly progress reports (process and <br />environmental) and quarterly hydrology summary reports to the BLM and EPA. <br />Annual reports are subnutted to the DMG. Any significant changes to the <br />hydrologic system will be reported within five working days after being <br />detected. Any noncompliance which may endanger health or the environment <br />will be reported within 14-hours. <br />The BLM, EPA and DA4G mandated monitoring programs are comprehensive <br />and the intent is clearly to provide regulator agencies a means of determining <br />the impacts of WRN's operation, and especially the hydrologic system. The <br />monitoring plan is designed to enable detection/evaluation of impacts that could <br />result on biologic and hydrologic parameters. Impacts on aquifers above the <br />mining zone are of particular interest and as a result, extensive monitoring effort <br />is allocated to this component of the environment. <br />The EPA UIC permit, BLM ROD and DMG Mine Plans were approved for the <br />i <br />
