The parties do not necessarily seek a reversal of the Office's decision. They may seek <br />additional permit conditions to insure that adequate monitoring and adequate injury prevention <br />mechanisms are included. The grounds for socking such conditions are the questions identified in <br />the preceding paragraph. <br />Again, the parties believe that they have resolved these questions with Owens <br />Brothers and anticipate that, once the agreement is executed, this objection will no longer be <br />necessary. In the meantime, please keep me posted as to the pre-hearing procedures. I in turn will <br />let you know as soon as the agreement with Owens Brothers is finalized.
