In particular, management activities (a) act on special use applications <br /> for land and land use activities that relate to public safety, health and welfaze, contribute <br />' to increased economic activity associated with National Forest resources, and that benefit <br /> only private users; (b) do not approve any special use applications that can be reasonably <br /> met on private or other Federal lands unless it is cleazly in the public interest; (c) bury <br />' new electrical utility lines of 33 kV or less and new telephone lines, except for special <br /> conditions; (d) do not approve special use applications for azeas adjacent to developed <br /> recreation sites unless the proposed use is compatible with the purpose and use of the <br /> developed site (For full stipulations see Management Activities JO1 in the Forest Plan). <br /> Semiprimitive Motorized Recreation management emphasizes activities such as <br /> snowmobiling, four-wheel driving, and motorcycling both on and off roads and trails. <br /> Motorized travel may be restricted or seasonally prohibited to designated routes to protect <br /> physical and biological resources. <br /> <br /> Mineral and energy resources activities are generally compatible with goals of this <br /> management area subject to appropriate stipulations provided in Management Activities <br />' G00 - G07 in the Forest Plan. <br /> 1.6 Scope of This Environmental Assessment <br /> On December I, 1998, the Pikes Peak Ranger District issued notification that a Special- <br /> Use Application had been received from PK Enterprises regazding a proposed gravel pit <br />' operation south of Divide, Colorado, and public comments were solicited. The <br /> notification was mailed to 88 organizations, individuals and governmental agencies. The <br />' notification was also published in local newspapers. <br /> Numerous comments were received in response to the public notification, some <br /> supporting the application and some objecting for various reasons. A review of the <br />' letters received showed that the concems could generally be grouped into one of four <br /> categories; traffic and transportation, off-site impacts to adjacent properties, impacts to <br /> wildlife, and reclamation of the site. The following paragraphs identify specific concems <br /> received. <br />' 1.6.1 Traffic and Transportation <br />Concerns raised regarding traffic and transportation included traffic safety, the alignment <br />' of the access road, and the burden of additional costs due to the operation of the gravel <br />pit. Other issues include visibility and vehicle damage to Hwy 67 from blowing material <br />' during high winds, vehicle ingress and egress onto the highway, and the undesirability of <br />additional truck traffic on Highway 67. <br />' 1.6.2 Public Health and Safety <br />The Teller County Health Department noted that the septic system on the property <br />' needed to be removed in compliance with county, state and federal regulations, and that <br />' Hydmsphcrc Resource Consulunts, 1002 Walnut Suite 200, Boulder, CO 80302 <br />
