Such seven (7) day averages shall be calculated for all calendar weeks, which are defined as <br />beginning on Sunday and ending on Saturday. If the calendar week overlaps two months (i.e. the Sunday is in one month and <br />the Saturday in the following month), the seven (7) day average calculated for that calendar week shall be associated with the <br />month [hat contains the Saturday. Samples may no[ be used for more, than one (1) reporting period. (Not applicable to fecal <br />coliform determinations.) <br />13. "Thirty (30) day average" means, except for fecal coliform bacteria, the arithmetic mean of all samples collected during a <br />thirty (30) consecutive-day period. For fecal coliform bacteria, i[ is the geometric mean of all samples collected in a thirty <br />(30) day period. The permittee shall report the appropriate mean of all self-monitoring sample data collected during the <br />calendar month on [he Discharge Monitoring Reports. Samples shall not be used for more than one (1) reporting period. <br />14. "Total Metals" means the concentration of metals determined on an unfiltered sample following vigorous digestion (Section <br />4.1.3), or the sum of [he concentrations of metals in both [he dissolved and suspended fractions, as described in "Manual of <br />tflethodsfor Chemical Analysis of Water and Wastes," U.S. Environmental Protection Agency, March 1979, or its equivalent. <br />15. "Total Recoverable Metals" means that portion of a water and suspended sediment sample measured by the total recoverable <br />analytical procedure described in "Methods for Chemical Analysis oJWater and Wastes, " U.S. Environmental Protection <br />Agency, March 1979 or its equivalent. <br />16. "Twenty four (24) hour composite" sample is a combination of at leas[ eight (8) sample aliquots of at least 100 milliliters, <br />collected at equally spaced intervals during the operating hours of a facility over a twenty-four (24) hour period. For volatile <br />pollutants, aliquots must be combined in the laboratory immediately before analysis. The composite must be flow <br />proportional; either [he time interval between each aliquot or the volume of each aliquot must be proportional [o either the <br />wastewater or effluent flow a[ the time of sampling or the total wastewater or effluent flow since the collection of the previous <br />• aliquot. Aliquots may be collected manually or automatically. <br />17. "Twice Monthly" monitoring frequency means that two samples shall be collected each calendar month on separate weeks <br />with a[ least one full week between the two sample dates. Also, there shall be a[ least one full week between the second <br />sample of a month and the first sample of the following month. <br />18. "Visual" observation is observing the discharge to check for the presence of a visible sheen or floating oil. <br />t9. "Water Quality Control Division" or "Division" means the state Water Quality Control Division as established in 2~-8-101 et <br />al.) <br />Additional relevant definitions are found in the Colorado Water Quality Control Act, CRS §§ 25-8-101 et seq., the Colorado <br />Discharge Permit System Regulations, Regulation 61 (5 CCR 1002-61) and other applicable regulations. <br />D. SPECIAL REQUIREMENTS <br />1. Materials Containment Plan <br />Pursuant [o Sections 61.8(3)(g) and (r) of the Colorado Discharge Permit System Regulations, the petmittee is required to <br />submit a Materials Containment Plan. Such a plan was previously submitted to the Division. An update of the plan shall be <br />submitted [o the Division within ninety (90) days after the effective date of this perrrtit and must be implemented. The update <br />of the plan shall include changes in the information and procedures for the prevention and containment of spills of materials <br />used, processed or stored ai the facility which if spilled would have a reasonable probability of having a visible or otherwise <br />detrimental impact on waters of the State ~?~. The updated plan shall include, but not necessarily be limited to: <br />a. An updated history of the spills which have occurred in the three (3) years preceding the effective date of [his permit. <br />The history shall include a discussion on the cause of the spills and a the preventative measures designed to eliminate <br />them from reoccurring; <br />b. An update of [he reporting system which will be used m notify, at a minimum, responsible facility management, the <br />Division, the Enviromnental Protection Agency, downstream water users within 5 miles downstream of [he facility, and <br />local health officials; <br />c. A description of any changes in the preventative facilities (including overall facility plot) which prevent, contain, or treat <br />spills and unplanned discharges; <br />
