Transportation Facilities
The following describes the transportation facilities within the permit area.
,I 1
u

Haulage Roads: There are approximately 4,061 feet of haulage roads within the permit area.
The HGLF-HR1 haul road starts at the southwest corner of the permit area (at the junction
with Routt County Road 53) and progresses eastward to the Facility entrance gate. The haul
road then continues through the gate to the Truck Dump Hopper. The road alignment (and
accompanying designation) is shown on Exhibit 12-1 (Revision 13, dated 06/06) and Exhibit
12-2 (Revision 10, dated 06/06). The PAP has consistently shown this alignment and
designation since CDMG originally issued their proposed decision to approve Permit C-92-081
on April 14, 1993. Historic documentation o£ the alignment (and designation) is provided in
Attachment 12-1 on Exhibit 12-1 (Revision 9, TR-04 Incidental Permit Houndazy Change, dated
8/99) and Exhibit 12-2 (Revision 5, TR-09 Incidental Permit Boundary Change, dated 8/99).
Immediately east of the facility entrance gate, haul road HGLF-HR1 transitions to Seneca
Coal Company's Tie-Across Haul Road (TAHR); the TAHR is not part of this permit.
Haul road HGLF-HR1 was constructed by the previous owner/operator/permittee, H-G Coal
Company. A certification statement prepared by H-G Coal Company in 1966 certifies that
HGLF-HRl was constructed in accordance with CNII,RD (the previous name of CDMG) regulations.
A copy of the certification statement is presented in Appendix 12-5, Haul Road
Certifications. Figure 12-1, Typical Sections for Haul Roads, showing the typical design
cross-section utilized when the Loadout was constructed was originally included in the H-G
Coal Company permit package (Pexmit C-80-003; Volume II, Exhibit J) and pertains to HGLF-
HR1.
During the 2005 Mid-Term Review process, CDMG noted that CDMG aerial photography from the
mid- and late-1990's showed a road looping north and west from the north side of the Truck
Dump hopper and tying back into HGLF-HR1 just west of the facility entrance gate. On-the-
ground inspections during Fall 2005 confirmed the presence of this roadway. This road is
designated as HGLF-HRLA and is shown on Exhibit 12-1 (Revision 13, dated 06/06) and Exhibit
12-2 (Revision 10, dated 06/06). HGTI has been unable to locate any design or construction
documentation for this mad in the project files.
HGTI conducted a survey o£ haul roads HGLF-HR1 and HGLF-HR1A in 2005. Survey data were used
to develop a profile of the existing conditions. The profiles are presented in Appendix 12-
5 as Appendix 12-5A, Haul Road HGLF-HR1 Plan and Profile and Appendix 12-SH, Haul Road HGLE'-
TR-07 9 Revised 06/06
