MMRR Quarry, M-2004-067
Response to Jan. 21 Adequacy Review
March 23, 2005
Page 8
by the operator, will require the operator to consider uranium
ore as an ancillary product. This would require modification
of the DMG permit and possibly a hard rock mining permit as
well. In this event, a detailed geologic assessment of the
site may be appropriate to determine the appropriate course
of action. In any event, should uranium ore be discovered
on the site, the operator will take action to revise the permit.
Other Uranium Content. Uranium as a minor constituent of
rock is one of several contributors to ambient radioactivity in
Colorado. It is the intent of this Monitoring, Containment,
and Control Plan that the MMRR Quarry be held to a
reasonable standard for environmentally safe, low levels of
uranium on and off the site, taking into consideration both
ambient conditions and historical mining impacts in the area.
Quarrying rock having a low concentration of uranium
mineralization prompts concerns that air and storm runoff
may serve as pathways for toxic or otherwise unsafe release
of uranium. This plan will therefore implement regular
monitoring for airborne and waterborne uranium.
Air Monitoring. The operator will monitor, on a monthly or
more frequent basis, ambient air quality at a point or points
within the active mine, at a point or points within the permit
area outside the area of active mining, and at a
representative sampling point or points outside the permitted
property upon the request and/or with the permission of the
land owner.
The measurement of ambient air quality will provide data to
be compared with toxicology standards as provided below.
Stormwater Monitoring. The operator will monitor, on a
monthly or more frequent basis, for the presence of uranium
in runoff from the site. This data will include analysis of both
particulate and dissolved concentrations of uranium at the
discharge points of sediment ponds on the site.
Stormwater monitoring will develop sufficient data to
empirically establish or project to a reasonable degree of
accuracy the concentration of uranium in runoff in low flow,
10-year, and overFlow conditions. The measurements
