The reason for the cracking was again attributed to expansive soils, although the mechanism was <br />quite different that what I had originally postulated. Lincoln DeVore concludes, as I did, that the <br />embankment and its foundations appear to be stable at this time. The Deserado mine will, because <br />it can be done during routine inspections, maintain the inspection procedures outlined in the <br />original inspection report letter dated 6/10/96.
