State of Colorado <br />• A lessee must obtain permits and license to mine coal from the <br />state of Colorado pursuant to the Colorado i'incxi Land Reclarr,ation Act of <br />1976. Air quality, solid-~,,aste disposal, and crater quality must comply <br />Yrith rules ar,d re;ulations adinistered by the Colorado Departrr,ent of <br />Health. Pecizmation of reined land must comply vrith regulations <br />. admininstered by the ~lincd Land P.eclar..ation Board of the <br />Colorado Cepzrtment of iJatural Resources. <br />Gunnison County <br />Gunnison County has zdepted a comprehensive land use plan and <br />resolution requiring approval of net+ developrient in the county. A <br />lessee Host apply for a develop^er.t pero~it from the county and e.eet the <br />criteria in the land use resolution. <br />- Delta County <br />Delta County does not presently have z county zoning resolution, for <br />a county corprehensive plan. <br />Interrelationships <br />Relationship tc Cther Existing and Proposed Coal Development <br />• The area to be discussed as the idorth Fork Valley stre*_ches fl'om <br />Paonia reservoir to Cella (see reap I). It occupies parts c` both <br />Gunnison zr' Delta counties and is considzred an area of econcrnic <br />interdependence Frith D_lta as the primary economic center ar.d }iotchi:iss, <br />Paonia, Cecaredce, zed Somerset as subcenters. <br />In addition to the to-+o im-olved in the short-tern lease <br />applications, Colorado llestmoreland, Inc. and i;estern Slope Carbon, <br />Inc., there are a number of other existing and projected Wining <br />' operations on both private and federal coal in the P;orth r'ork Valley. <br />Descriptions of these mining operations create a context for the <br />proposed actions. Tzbles 1-1, 1-Z, and 1-3 su;ranarize the production, <br />disturbed acrezges, employ.~~ent, and unit trains for these existing and <br />projected operations. each operation is discussed belo~,,• ar.d its <br />location indicated on map I. <br />In order to compose a background for the proposed actions some <br />assumptions ~+ere made concernine future developsrent in the ?;orth Fork <br />Valley.
