This description of the proposed mine layout is brie,`. ,Core <br />information on the ongoing i;~ining operation at the Orchard 'Jzlley f4ine <br />is contained in chapter 2 (see particularly Land Use and 1ineral <br />Resources). This tract mould be mined as an extension of that <br />operation. <br />ilat.ion Shaft <br />The only Herr surface facility necessary for mining the prcpcsed <br />tract would be an intake ventilation shaft. The proposed location and <br />access to the shaft are shown in figure 1-2. <br />Constructicn of the shaft would begin in the early i980s (1982 or <br />1983). Actual boring mould probably use conventional drilling and <br />blasting techniques. Eoring mould generate a maxima,;, cf approxir;,ate7y . <br />45,000 cubic yards of ,caste material as the shaft is sunr, 1,500 feet <br />from the surface to the mine ucr:<ings in the 0 sea^. Cisooszl cf the <br />waste mould be governed by the regulations 30(CFR): 8?).il tc 8i7.?3. <br />The existing C'H'I waste dispcszl area lies belo~,v the reins portal <br />facilities in Section 24. The shaft development ~;rzstes trould be true;;ed <br />3 miles to that site. The site would be adequate to ccntain the waste. <br />Slopos in the area of the prcpcsed ventilation shaft average <br />approxir.:ately 20 percent. Apprcximately 1.5 acres arould be disturbed by <br />construction of an access road and installation of the shaft (access <br />road--1 acre; von±ilatien shaft--0.6 acre). A fence around the shaft, <br />grating over the shaft, and a 100-x-100-f cot ;ravel pad ueuld eccu;:y ±ite <br />site and would remain in place for the rest of the active life of the <br />ventilation shaft. t:o power lines, lights, fans, or mechanical <br />equipment would be located at the site. <br />Surface Declamation <br />CWI has not sub,^,itted information on the surface reclamation of <br />disturbed areas. Ho,rever, regulations in 30(CFR): 734 require that the <br />mine permit application contain information on the recla-ration operation <br />designed by the cempan}~. In addition, Section 515 of the Surface Fiinin:: <br />Control and Recla;nation Act (SPiCRA) requires that reclamation of an area <br />to the previous land-use be assured before an area is considered <br />suitable for surface coal mining operations. Coordination with the <br />state of Colorado on appropriate surface reclamation of these sites is <br />required.. <br />Authorizing Actions and Interrelationshi <br />Ciscussions of required authori_ations and interrela*.ionships for <br />this short-term lease application c,zy be found later in this chapter. <br /> <br />
