Additional information tc more fully define the proposed zcticn uas
also developed. This inforr~,ation, hoarever, does not"constitute a formal
~~ underground mining periait application as required by 30(CFR): 710.11 cr
. 741.11 according to the standares required by 30(CFk): 782, 723, 784.
It has been used in preference to a more general plan in order to
develop an ir:pact analysis. Its use is intended to illustrate one
possible plzn for developinc the federal coal reserves.er, this *_ract and
does not imply that C',tiI will be.siven any preference in the event that a
lease szle is held. In addition, it does not imply that the mining
permit application developed from these preliminary plans ~.rould comply
with the regulations of or be approved by the Cf.fice of Surface ;iir•ing
(OSt~t) if a ?ease sale were held and C+.I obtained the lease. Any plan
~rhich is ultir,rately submitted r.,ust corr.ply ~+ith all applicable federal
regulations before it can be approved. Finally, if anoti~er compzm~ were
tc~ obtain the lease, the minims permit application sub.°,itted by ti~at
company r;ould be the subject of an unsuitability analysis and report and
v+ould be revie•.red for coiapliance r~~ith the regulations dzveicped under
the authority of the Surface Flining Control and Feclamation Act (S;,CrA)
of I977.
taxes of In~plementz*_ion
If a lease ~+ere issued, mining of the federal coal reserves could
be scheduled to cem~:ence ic;r,:ediateiy following aaprcval of an
underground mining permit. Approximate?y 700,000 tons per yezr would be
produced for 8 years throuch existing portal facilities. The short-terra
leasinG prograr as defined by ;ROC vs Huehes r+cuid limit production tc
700,000 tors per year. i;o increase in er,~ployment (currertiy 16G
persons) is anticipated.
Mine Layout
The proposed mine layout for the tract is shorrn in fioure 1-2. T~•ro
sets of north mains (see glossary) would be driven northeast fro;r their
present position at the northern boundary of existing lease C-2079 to
the northern boundary of the proposed tract. The barrier between the
two sets cf mains r+ould be approximately 200 feet wide.
As the north ruins are beins developed tc their northernmost
extent, subr~ains o-;ould be driven southeast to develop the coal lying
east of the north rr;ains. In total, three submains--A, E, and C--would
be driven to develop extraction panels (see glossar}-). °anels would be
developed both north and south of the A sub~aain and only north of the B
and C submains. Barrier pillars left to protect the north mains from
the effects of mining in the panels would be zpproximataly 380 feet
wide. Mining •rould occur on retrez*_ (s,ee glossary) using both continous
and conventional room-and-pillar c,ininy methods.
r1
L J
