Three permi[ limitation exceedences are reported for this period. <br />The pump for Outfall 001 was s[arted on Augus[ 24, 1998. The sampling program was implemented immediately <br />for field, water quality and WET testing procedures. The iron parame[er waz out of compliance for the samples <br />taken during third quarter. These levels ranged Erom 0.62 - 1.65 mg/L. Total Dissolved Solids (TDS) values were <br />also ou[ of compliance for this reporting period, varying from 6050 - 6210 mg/L. Concentrated efforts have been <br />made to establish the cause and effect of these characteristics: Using polymers to aid in se[[ling ou[ the iron content; <br />additional sampling upstream and downs ream of the discharge point; elemental tests [o de[ermine the contributing <br />factor(s) to [he elevated TDS levels. <br />The pump i[self had mechanical Eailure and was shut down be[ween 917{98 and 9117/98. <br />Quarterly Whole Effluent Toxicity (WET) [ests were performed on Ou[fall 00] the week of 9/21/98 for both <br />C Dubia and P. Promelas. Outfall 001 failed for C Dubia and passed for P. Promelas with "Concentrations with <br />Statistically Significant Difference in Le[hality" reported at 47% and IS% respectively. The lab feels the high N-ammonia <br />content in these samples was the main contributor to the WET tes[ failure for C Dubia. Copies of [he CDPS WET <br />Test Repott Forms for both species are included in the submittal. <br />Twen[ymile shut down the pump on ]0/8/98 in order to main[ain compliance a~i[h its permit. Since that time <br />TCC has had representatives from Nalco visit the site and obtain water samples to assist in assessing this situation. <br />Additionally, a contractor has been hired to install an interpond line allowing use of all three cells in the system. This will <br />increase the detention time within the system, allowing for increased iron removal. Lastly, TCC has enlisted the <br />azsisnnce of an outside consultant to conduc[ an assessment of the treatment process. TCC is confiden[ that with the <br />work of the various parties, an acceptable [reatment process will be determined to affect compliance with the term of <br />of [he permit.
