~~ PREFACE The document enclosed represents a Partial Permit application by the Viking Coal Company to develop and operate a surface coal mine in the SWu of Sec. 19, T29S, R65W. The Uiking Coal Company had originally intended to permit a substantially larger area. An initial application to this effect was prepared and submitted. However, because of the costs and the time that would be required to finalize the initial application, it was decided that a Partial Permit to cover a smaller area would better match the current resources of the applicant. Assistance in preparing portions of the Partial Permit was provided by the State through the Small Operator's Assistance Program (SOAP), Thus, the following application is a composite of the initial application, revisions, and SOAP material. Ih order to clarify the document, certain sections are prefaced with notes indicating the relationship between the above mentioned documents and the requirements of the Partial Permit application. Where revisions have been made to better suit the Partial Permit application, the pages are marked in the upper right hand corner with the date ., of July 28, 1982. Pagination for this submittal is given in the lower right hand corner to avoid confusion with previous numbering of pages. As of the date of submittal of this application, an Operator for the mine has not been selected. This will be done after the application has been submitted and reviewed and after the Division has issued its Finding Document.
