MINING PLAN

EXHIBIT D (coot)
Step 9 -After Stage A is mined out, topsoil will be stripped from Stage B and placed directly in the
regraded Stage A area. Mining will then begin in Stage B and the plant facilities and disturbed area
will move as a " 30 acre unit", with topsoil stripping and replacement occurring at frequent intervals,
performing continuous mining and reclamation until the deposit is fully mined out. All newly
topsoiled areas will be drill-seeded, fertilized and crimp-mulched within 6 to 8 months. Also,
irrigation will be returned to as much area as possible, as quickly as possible. While mining in Stage
B, all of Stages C and D can remain irrigated in their natural condition and most of Stage A can
return to irrigation use. The sight berm is left intact. Estimated soil stripping depth in this area is
from 10 to 16 inches. Sometime during the mining of Stage B, the powerline will be moved to allow
for full mining of the terrace. B&B will work with the power company on this move.
Step 10 -Mine Stage C, performing reclamation as the pit advances. Estimated soil stripping depth
in this stage is 6 to 12 inches. The western edge of the pit will be cut to a slope of 3H: i V.
Step 11 -Mine Stage D, performing continuous reclamation as the pit advances. Estimated soil
stripping depth in this stage is 6 to 12 inches.
Step 12 -Remove the sight berm, using atrack-hoe or hydraulic excavator, which will be used to
draw the outer side of the slope back in the excavation area. This will keep material from being
dislodged and possibly reaching the road adjacent to the site. The equipment will operate from
behind the berm, most of the time out of view from the traffic along the Colorado River Road and
Coffee Pot Road. Again, reclamation will proceed continuously behind the stripping operation. This
will result in minimal visual impacts from this final part of the operation.
The total berm volume moved is approximately 950,000 cubic yards or 1,425,000 tons. Three-
dimensional computer modeling of the mine plan shows that the volume of material excavated in
each stage and the berm is as follows:
16
